How the CBFF is managed
Secretariat
The CBFF Secretariat is responsible for the day to day management of the Fund and the initial assessment of proposals. The Secretariat will be based at the African Development Bank (AfDB) Headquarters in Tunis, with technical staff located at AfDB regional offices in Yaoundé and Kinshasa.
A temporary Secretariat is currently operating in Tunis; supported by government officials based at the UK Department for International Development (DFID), until the permanent AfDB CBFF Secretariat is established.
The Governing Council
A CBFF Governing Council has been established to: provide strategic guidance and oversight of the Fund, and ensure broad donor and stakeholder participation.
The core membership of the Governing Council comprises:
- 2 Fund Co-chairs – Professor Wangari Maathai, Nobel Laureate and the Rt Honourable Mr Paul Martin, former Prime Minister of Canada.
- A Civil Society representative from the region
- The Secretary General of the Economic Community of Central Africa States (CEEAC)
- The President of COMIFAC (rotational)
- A Senior AfDB Official (Vice President)
- A Donor Representative
The Governing Council also includes the following ex-officio members:
- The COMIFAC Executive Secretary
- A representative of UNEP
- A representative from the Norwegian Government
- A representative from the UK Government
- A representative of the Congo Basin Forest Partnership
The composition of the Governing Council has been designed to ensure African Ownership and alignment with existing institutions and activities in the region. The Governing Council will report regularly to, and receive feedback and advice from, the members of the Congo Basin Forest Partnership (CBFP) acting as a Reference Group.
Reference Group
The Reference Group will act as a forum for consultations around the operation of the CBFF.
It will provide an opportunity to exchange information and learning in relation to the operation of the CBFF and similar or related activities and enable stakeholders to make representations to the governing council.
